Nodal reduction

If this exhibits a locally declared binding, then it executes consuming a quantum instead of moving focus within to find one. The function which executes may advance its thread to collect parameters. The thread items are never consumed as they are the static-class aspect of the thread. Each item in a thread is an axis, and the negative side of the axis is its stack which uses push and pop.
