According to Wikipedia, Think Globally, Act Locally was coined by David Brower, founder of Friends of the Earth, as the slogan for FOE when it was founded in 1969,

In the project, it is a core concept which refers to the ability of the network to be able to assess the efficiency of processes from a holistic viewpoint. In this way a general tendency can be created toward sustainability. Hexagram 60 of the Yi refers to this aspect of the project.
