Aha maybe it is only in the talk pages that you can have a table of contents?
- Nope, its when there's more than 3 headings :-)

- a bullet point
- and another to look good
- second title
- looking good now
- third title
the purpose of these titles is to somehow kick a table of contents into action
- this may not work
- but it might
- fourth title
