In wiki's, links which are red mean that the target they link to doesn't yet exist. This is the best way to create new articles in a wiki because it means that you will never create an orphan (an article which is not linked to from anywhere). This method of article creation is the one we prefer to all other methods and is discussed in the best practices. Using this method also means that the person who requires the non-existent article to exist doesn't have to create it at that time, or in fact may not be the best role to create it at all.
There is also a special page called Special:Wantedpages which lists all the red links in the wiki so that roles who are good at creating stubs can peruse this list at their leisure and create some of the wanted articles.
