We can avoid that kind of scenario by using the OD donations purely for project expenses not for people. Bounty based income would be a similar can of worms. I don't want non-paypal, I thought it was just that I'm not allowed paypal for cc-transactions cos I'm non-authenticated and have no bank accounts etc... so if you can arrange a way for any joe punter to make a normal credit card payment and then it ends up in our paypal, then that sounds like a goer ;-)
